(Vraag) BFM-127 1870 struck on polished planchet?

Recently I bought this 5F coin of 1870 and I suprized me for the awesome shiny look, but the buyer said me the coin wasn't cleaned.
So casually I found on this website link (http://www.ibelgica.be/catalogue/Belgium-1831-2001/1/category/1683/5-Francs/112) the notation about the possibility to find 1867, 1870 and 1875 date on polished planchet (Proof like)
Which is the forum collectors' opinion?

That coin is definitely cleaned/dipped
